Notes from discussion of Nov. 18, 1996.  These are ideas in
first-discussion mode for further consideration:

1.   What sort of decision-making body needs to be in place to organize
this non-collegiate building?

a. There most likely needs to be a coordinating body, an advisory group
that addresses the over-arching concerns, while a management function deals
with the day-to-day issues.
        The advisory group should include the Provost's designee for the
building (Vice Provost for Academic Affairs), the deans of A&S and Engr,
and perhaps another dean; and the chairs of the three functional committees
listed below.

b.  It would be useful in making recommendations about scheduling
priorities and demand for space to have groups focused on each of the three
areas;

--Classroom uses:  Parties involved should include VP for Academic Affairs
or designee  (e.g., Associate Provost for Undergraduate Programs), CEUT,
the University Registrar's office, Media Services (e.g., FDI), 1-2 deans or
dean designees.
       Contact person for building:  Susan Brooker-Gross

--Research uses:  Parties involved should include  VP for RGS or desginee
(Associate Provost for Interdisciplinary Programs); 1-2 deans or dean
desginees; 1-2 college faculty
        Contact person for builing:  Ken Reifsnider

--Information system uses:  Parties involved VP for Information Systems or
designee (Joanne Eustis), User Services, Library, Media Services
        Contact person for building:  Joanne Eustis

The VP for Academic Affairs ("building czar") would serve ex officio on all
three groups.

2.  The management function on a day-to-day basis also needs to be thought
about up front.  We discussed the pros and cons of a building manager.  If
there were a manager, the person would be responsible for
        public relations and tours
        scheduling on a short-time basis for the longer-term promises made
by the
                coordinating group
        supervisor of technical support personnel for the building
        to be mindful of the building as a facilties--see to routine calls
to maintenance; budget for technology upgrades to the infrastructure; to be
watchful of the common areas
        organizing moves in and out
        arrange for visitor parking
        coordinate with security

If a manager is not embodied in a person/position, then the functions above
would need to be clearly associated with appropriate personnel otherwise in
the building.
