Information Management Prerequisites:

In the context of the needs and deficiencies of the preservation
process that have been identified, consider the following
prerequisites for effective resource management (Loeks, 1985): 

1. Knowledge Base:  define the characteristics and behavior of
the resource to be managed, as well as the dynamics of the
external forces that are acting on the resource in ways which
either enhance or diminish its utility.

2. Information Retrieval:  disseminate the knowledge in a manner
which will influence public perception and will to act, and
thereby build constituencies of support for creating the
institutional capacity required for integrated management
efforts.
