Receives and assembles applications. The final versions of the applications are sent to the departments and like units for recommendations for admission. 2. Makes final decisions on admissions. 3. Administers student requests for changes in curriculum or readmission. 4. Gives final approval to programs of study, or changes to the programs of study. 5. Determines the cases of academic probation and dismissal for those performing below minimum standards; notifies depart- ments of the need for action in such instances. 6. Certifies membership of thesis and dissertation committees, and schedules preliminary and final doctoral exams. 7. Approves the formats for theses and dissertations, and collects and distributes final copies of these documents. 8. Determines the eligibility of students for graduation, and certifies this fact to the Registrar for the permanent record. 9. Administers graduate assistantship program, fellowships, graduate cooperative education. 10. Coordinates the activities of the Graduate Honor System and provides support services to the Graduate Student Assembly. 11. Administers requests about in-state residency for tuition decisions. 12. Assists departments in their recruiting efforts, and performs the recruiting at the University level. 13. Handles all matters dealing with non-resident student status. 14. Administers tests for proficiency in English as a second language, and determines the need for remedial courses. 15. Research Involving Human Subjects: Procedures developed to be in compliance with guidelines of the Department of Health and Human Services. Policy on Intellectual Property: Designed to protect the equities of authors and inventors, as well as the University, to define responsibilities, rights,and privileges of those involved, and to establish basic guidelines to be included in the adminis- tration of this policy. Policies and Procedures for Cost Transfers: Improves the process by which costs are transferred between, to, and from federal contract and grant accounts after original charges have been certified and recorded in the University accounting system. Retroactive Salary Transfers: Improves accuracy in the Personnel Activity Reporting process and minimizes retroactive transfers of charges associated with sponsored grants and contracts. Funding Ending Dates: Improves the timeliness and accuracy of official information related to personnel appointments. Research Agreements with Industry: Clarifies the distinctions and limitations that pertain to research agreements with industry and other private organizations. Single-Source Procurement: Establishes a single-source procure- ment procedure in recognition that the usual competitive bid procedure may be difficult to apply to the acquisition of certain types of research and scientific equipment. Service Centers: Provides a consistent and auditable basis for the development and maintenance of special use charges for service support facilities and activities. Subcontract and Consultant Agreements: Clarifies the responsi- bilities of the Principal Investigator, the Office of Sponsored Programs, and the Purchasing Department in the issuance of subcontracts
