HSPD Limitations Summary:

-  Construction time is long and cumbersome, requiring special
knowledge and skills in dBASE programming.

-  Uses a defined vocabulary (word list) which encumbers the
access to information by demanding key word accuracy in
specifying search criteria.

-  Does not permit text string searches. 

-  No capability to display graphic files.

-  A policy of modification and annotation only by the Keeper of
the HSPD.

-  Structured as a database of component text fields, not an
information system based on associative ideas.

-  Communicates no sense of structural (hierarchical or network)
relationships between information fields.

-  No pull down menus or word indexes to enhance user interface.

-  Weak report generation capabilities.
