Of the libraries surveyed 5 had not prepared their policy towards the cuts and 1 library failed to reply. The remaining libraries had all decided to hold their 1983 library budgets at 1982 levels and to increase revenue by raising libary membership charges and overdue fines. As a result of the check on library expenditure all libraries were compelled to reduce services. Yet art libraries are not made obligatory in the new Bill. It is claimed that art is for an elite only, but loans of prints and posters show constant increases. Figures for Gladsaxe Library also show that expenditure on art is modest. The point is not which art form: literature, music or visual art, is more important, but whether we give everyone a share in cultural values and how we best disseminate them. If only 3 of local budgets are spent on culture, both music and art library services could be accommodated. On the other hand, few saving are made by cutting expenditure on culture. The target for public libraries in NRW is 2 books per head but even this figure will be difficult to achieve in the face of rising book costs and a static acquisition budget. Traces the history and development of law and law libraries in the University of Wales, commencing with the establishment of a law department at the University College of Wales in Aberystwyth in 1901. By 1917 a law library nucleus, with an annual grant of PND27, was in existence. In 1955 5, 000 volumes were separated from the general library and in 1965 the collection was moved again. Increased student numbers meant improvements in library holdings and in 1972/3 PND20, 000 was spent on reports and allied material. In 1970 the library underwent a further move. It now has 19, 000 volumes, with a strong holding in Eng. law. Classification is by the Library of Congress scheme. A joint law school was set up in Cardiff in 1968, consisting of the law departments of the University of Wales Institute of Science and Technology (UWIST) and the University College of South Wales and Monmouth (UCC). In 1971 the libraries of UWIST and UCC adopted cooperative purchasing, with classification by the Moys scheme. A catalogue of book thefts illustrates a serious and growing problem in libraries, and indicates that the most unlikely people may be potential book thieves. Without an inventory of stock, the librarian has no way of gauging losses. The author describes the sampling method used in his own library, known as the 'Random Sections Inventory'. 5 samples, each 10 of the collection, were taken first, and later a series of 5 samples was made until the 20 level was reached. Further investigation revealed that 2 samples should produce an acceptable result. The percentage loss per year was calculated and tabulated, and although percentages were small, costs were high, in view of current book prices. The All-Union Book Chamber annually receives 6.5 million items, all of which are preserved in its archive. Each year the national bibliography registers some 50, 000 books and pamphlets, and 30, 000 dissertation abstracts. Librarians see photocopying as a quick, rational and cheap method of providing information, especially as library budgets are at present restricted. The book trade regards this as a threat to book production. Publishers are demanding changes in paragraphs 53 and 54 of the Copyright Law, whereby a fee would have to be paid whenever a photocopy was made from a work protected by copyright; until now fees have been demanded only for commercially-used photocopies. This would bring problems for libraries. Many periodical subscriptions would be cancelled and more staff needed to collect the fees. A new periodical Bibliotheek en Samenleving was also launched. Despite numerous internal wrangles, the NBLC has always presented a common front to the government and outside agencies. As a result of the 1974 Library Law, libraries were inundated with new readers who gained free membership under 18 years. The NBLC to this day is battling with government to obtain more staff and books for this massive increase in public library use. In 1972 a detailed survey examining the proposed objectives and output of an automated system was conducted. 7 subsystems were identified: (1) gathering and processing of data; (2) information storage; (3) automated generation of bibliographical publications; (4) reference and information services; (5) statistical processing; (6) control and management data; (7) transfer of data between systems. These areas are examined, with emphasis on the problems of evolving a standard bibliographical description and the transfer of data into machine readable form. Printed catalogue cards are already being generated by computer, and the transfer of Knizhnaya letopis' to an automated base is in progress. Copying in itself is not damaging, but dissemination from an expensive information base without contributing to its support will lead to the erosion of the scientific journal system. Scientific journal publishing is far from stable. Most publishers estimate a cancellation rate of 5 each year, the Line and Wood article detects no such reduction. The sample journals used in the previous article are not identified-are they 'core' journals, review journals, etc? Core journals are most at risk, the increasingly small number of subscribers have to pay increasingly large subscriptions. The BLLD is cheap and quick, its photocopy service is a direct cause of subscription cancellations. The copyright law is interpreted by the BLLD to its own advantage. The BLLD's service encourages libraries not to budget for journal subscriptions. With a 30 increase in student numbers university expenditure on libraries has only increased 0.4. University of Newcastle, 1975, Preface, pp X-XXI The project is similar to the compilation of subscription lists at Newcastle-upon-Tyne (PHIBB) (cf. reference below and 5+4468), but has some important differences in emphasis and aims. Through computer-assisted sorting and collation of subscribers names at selected ten year intervals, we aim to isolate the location and contents of private domestic libraries in Dublin and rural Ireland during the eighteenth century. Such libraries range from the collections of Anglo-Irish ascendancy families, to those of individual priests and scholars. The availability of auction catalogues for many of these collections before 1801 permits in addition extensive analysis of trends in acquisition and use during the century. Such analyses may be undertaken as dissertations for the Master's degree in Library & Information Studies.
