The ACM Publications Board has developed a manual describing all of the 
policies and procedures that have been established to date.  A version
of this manual reflecting current practice through Spring 1988 has been
supplied by Mark Mandelbaum, Director of Publications, ACM.  That version
has been split into sections and indexed using the Personal Librarian
